At this time of day on most Saturdays, the hillside beneath Nader Khan Tomb in southern Kabul is usually speckled with boys, young and old, flying and fighting kites. At end of a second week of intermittent snow and rain, however, there's barely a sole except for those making their way home and small groups of men, crouched by walls and hidden from view in places like the old, war-routed tomb off in the distance, smoking hash or opium.
