هر چه ضعف در مسلمین و فساد در ممالک اسلامی است، از حکومتهاست. حکومتها به واسطه خودخواهی که دارند مع الاسف برای اجانب به طور نوکری عمل می‌کنند و برای ملت خودشان آقایی می‌کنند، و تمام مفاسد را همین نوکری و آقایی در ممالک مسلمین ایجاد کرده است.

ان الضعف الذی یعانی منه المسلمون والفساد المستشری فی الدول الإسلامیه منشاه الحکومات، الحکومات التی تطیع- مع الاسف الاجانب طاعه عمیاء بسبب انانیتها، وتکون آمره ناهیه امام شعوبها. فجمیع المفاسد منشاها تلک العبودیه والسیاده الزائفه.

We also are aware of which is that whatever weakness is present in the Muslims and the corruption that is present in the Muslim countries is from their governments. Due to their own selfishness, the governments unfortunately work as servants of the foreigners while being masters to their own nation; and all these corruptions have been created by this relationship of servitude and mastery in the Muslims countries.
